North Down Rules
 

1. The League shall be called the “North Downs Mixed Triples Bowls League.” 

2. Membership of the League shall be restricted to thirteen (13) Clubs within a ten (10) mile 

radius of Reigate Town Centre 

3. Control of all League affairs shall be vested in the Officers of The League, consisting of Chairperson and Hon. Secretary/Treasurer who shall be elected at the Annual General Meeting (AGM). 

4. All league monies up to a total of £200 to be held by the Secretary/Treasurer 

5. An AGM shall be held in November/December of each year for the purpose of: 

a) Receiving a report of the Officers of the League together with a “Statement of  Account”, duly audited, made up to 30th September.

b) Election of Officers for the coming year.

c) Appointment of Examiner(s) for the coming year.

d) Setting the Subscription for the coming year, to be paid by 30th April.

e) Transacting any other business of the League. 

6. Clubs attending Annual/Extraordinary General Meetings (AGM/EGM) shall be entitled to one 

(1) vote each. 

7. Alterations to these Rules may only be made at the AGM or at an EGM called for that purpose.

Notice of any proposed amendments to these Rules must be notified, in writing, to the League Hon. Secretary at least 28 days prior to the date of the AGM/EGM. Also amendments to any such business may be tabled at the meeting, provided they are properly proposed and seconded. 

8. At least 14 days written notice of any AGM/EGM shall be given to the Member Clubs. 

9. An EGM may be convened at any time by the Hon. Secretary of the League or at the written 

request of not less than one-third of the Member Clubs. 

10. All matches to be played in accordance with the Laws of the Game as approved by Bowls 

England. 

11. Dress shall be “Whites” for afternoon matches or “Greys” for evening matches. 

12. Players must be bona-fide members of the Club that they are representing. 

13. a) Each Triple must include at least one (1) lady and one (1) gentleman PROVIDED that an exception may be allowed for real and genuine last minute emergencies not caused by selection difficulties or availability issues (for details of points awarded refer to Rule 18). 

b) Additional Rinks/Triples may be played as a friendly if both Clubs agree; they shall NOT count towards the result of the League Match and shall be identified prior to the commencement of play. 

14. Each match shall consist of 3 triples with 2 points being awarded for each winning Triple. In the case of a tied Triple each Team shall receive one point. The overall winning Team will receive 4 points or 2 points each in the event of a tie. 

15. Matches to be played on days and at times to be agreed by the competing Clubs. Matches to consist of 18 ends. “No-Ends” to be replayed in accordance with the Laws of the Game. 

When the Captains toss-up before each match, the choice taken by the Winning Captain shall apply to all rinks 

16. In the event of a match being cancelled, due to adverse weather or other reasons (except failure to raise a team), all points shall be shared equally between the Clubs involved. 

17. Where a match, having started, is not completed due to adverse weather or any other reason, and not less than 10 ends have been completed, when no further play is possible, the score at this point shall count as the result. If however the clubs cannot agree to continue or abandon the match after 10 ends, if possible the match shall be re-arranged or if not possible the points shall be shared. If however 10 ends have not been completed and both clubs agree to abandon the match then the points shall be shared. 

18. i) If a Team fails to arrive within 30 minutes of the appointed starting time it shall, if the match is not played, forfeit the match. Five (5) points and ten (10) shots shall be deducted from the team not arriving and five (5) points and ten (10) shots awarded to their opponents. 

ii) If a club fails to raise a team for an arranged match this match may be mutually re- arranged by the clubs involved. However, in the event it is impossible to re-arrange the fixture, five (5) points and ten (10) shots shall be deducted from the team cancelling the fixture, and five (5) points and ten (10) shots awarded to their opponents. iii) If a bowler leaves the green permanently during the course of play and no eligible substitute is available within 10 minutes the match is forfeited. Five (5) points and ten (10) shots shall be deducted from the forfeiting Club and five (5) points and ten (10) shots awarded to their opponents. iv) If a match is played in circumstances described in the proviso to Rule 13(a), the team fielding any triple that contravenes Rule 13(a) will have deducted any points achieved for a win by each such triple, will not, if applicable, be awarded the four (4) points for a win or two (2) points for a tie and will have five (5) shots deducted from the team’s score. The opponents will, irrespective of the result, be awarded the four (4) points available for a win, two (2) points for each offending triple and five (5) shots. 

19. Both participating clubs must report the result by email to the Secretary/Treasurer within 24 hours. The match score cards signed by the skips must be retained by the clubs for examination in any dispute 

20. When all League matches have been played the winners will be the Club with the highest number of points. In the event of more than one Club having equal highest points the Club with the highest shot difference will be the winner. If the Clubs are still level the Club having won most rinks will be the winner. 

21. On the dissolution of the League the assets of the League shall be disposed of in accordance with the directions of a majority of those present, and authorised to vote, at the AGM/EGM convened for that purpose. 

Notes: 

i. “Rink” or “Triple” shall mean each individual Triple. ii. “Team” shall mean the whole team (3 triples). iii. League Tables will be issued at regular intervals.
